High-Level Workshop “Challenges and Opportunities” Strengthens Cooperation for a Climate-Neutral Building Sector in Jordan

Amman, 22 October 2025 – Under the topic “Challenges and Opportunities”, the third high-level stakeholder workshop was held in Amman as part of the activities of the Working Group on Energy Efficiency within the Workstream for Developing the Roadmap for Buildings and Construction.

The event was held within the framework of the Jordanian-German Energy Partnership, jointly implemented by the Jordanian Ministry of Energy and Mineral Resources (MEMR) and the German Energy Agency (dena) on behalf of the German Federal Ministry for Economic Affairs and Energy (BMWE). The roadmap development is based on the structural framework of GlobalABC and is supported by the Jordan Green Building Council (Jordan GBC).

The workshop was officially opened by H.E. Eng. Amani Al-Azzam, Secretary General of MEMR, and Ms. Anne Jacobs-Schleithoff, Head of Division North Africa, Near and Middle East, BMWE and German Co-Chair of all Working Groups and Task Forces. Her Jordanian counterparts, Mr. Nidal Al-Qasem and Eng. Bushra Al-Abbadi from MEMR, also took part in the event, highlighting the close collaboration between both sides and the shared commitment to advancing sustainable transformation in the building sector.

Eng. Lina Al Mobaideen, Director of the Energy Efficiency and Climate Change Directorate at MEMR and Jordanian Co-Leader of the Working Group, served as the main moderator of the workshop and provided a strategic framing of the program and objectives. Eng. Thilo Cunz, Director of International Building and Construction at dena and German Co-Leader, gave an overview of the project’s goals and its key components.

The Jordan Green Building Council (Jordan GBC) emphasized the importance of stakeholder engagement as a cornerstone of this collaborative process. Ensuring the active involvement of relevant stakeholders allows the roadmap to reflect Jordan’s specific climatic, technical, and regulatory conditions while defining practical and actionable steps toward decarbonization and energy efficiency.

Nearly 80 experts from government institutions, research organizations, financial institutions, the private sector, and civil society came together to identify key challenges and opportunities for decarbonizing Jordan’s building sector.

The discussions were based on a baseline analysis developed by members of the Jordan GBC and shared with participants in advance, enabling a well-prepared and focused dialogue. This provided the foundation for active collaboration and the joint identification of pathways to transform the sector through reduced energy consumption and improved energy efficiency.

In four interactive breakout sessions, participants explored key action areas including Strategic Priorities, Urban Development, New Buildings, Existing Buildings, and the Construction Supply Chain.

The insights and outcomes of the workshop will directly inform the next stages of the Climate Action Roadmap, including target-setting and action prioritization, paving the way toward a sustainable, low-carbon, and resilient building sector in Jordan.
